Yes, but if a landlord wants to evict a tenant, the landlord must initiate the proper eviction proceeding in court. It is illegal for the landlord to take such measures as changing the locks on the tenant´s apartment, having the utilities shutoff, or confiscating the tenant´s personal property.
If a landlord takes such illegal measures, it is possible for a court to award to the tenant up to three month´s rent and attorney's fees.
